   I do not understand concept of OptionalContentConfig please explain how to use it.
For example:
Reference for: GetOptionalContentConfigLocked 
talks:
"This function is used to determine if an optional content group is locked as defined by the specified optional content configuration dictionary."

but I do not understand this: 
"as defined by the specified optional content configuration dictionary."

Especially:
Who, how, when defined ... configuration dictionary ?
