It's  a new standard for electronic invoices and contains a pdf with pdf/a-standard and an embedded xml-structure.
The tax authorities are using ZUGFeRD more and more so signing is important.
Yes PAdES is possible. XAdES i don't know.

ZUGFeRD or FACTUR means to have "all in one".
One file as the original invoice to print or preview.
Inside an embedded standard xml-structure for an easier extraction of all relevant invoice data for further automatic processes.
You can say "similar to a pdf form" but in the meantime there are specials inside made by Adobe make it difficult to work on with third party tools - so Adobe won't like this new standard i think ;-)
Initially it was made for public administration and smaller companies as well.

How ZUGFerd is it different from normal PDF?
What was the intention of the creators of this standard?
